结果是 141 个成员国赞成，7 个反对——白俄罗斯、朝鲜民主主义人民共和国、厄立特里亚、马里、尼加拉瓜、俄罗斯和叙利亚。 在 32 票弃权票中，有中国、印度和巴基斯坦。
